New-patches: lord@regexps.com--2002/arch--lord--1.0--patch-132

The "Standard-date:" header field of log messages is now:

	date -u "+%Y-%m-%d %H:%M:%S GMT"

The entire standard date continues to be used in browser pages, but
`changelog.sh' has been modified to still use only the year, month,
and date.
